How strict is a university for claiming they have a minimum of a 3.0 in all pre-requisite courses. Does this eliminate looking at volunteer, work experience, competition of school and GRE grades.

No, this is just one component of the applcation process. Having the minimum GPA of 3.0 doesn't guarantee anyone admission. The fact is, the large majority of applicants have a GPA much higher than 3.0 to begin with. All that you mentioned above, if required by the program, is looked at. They may also have an interview, which is also scored and/or an essay/personal statement to submit. as well.

I would think that it would depend on the pool of applicants.  For example, if 80% of them had better than a 3.0 and were overall well-rounded in what was desired, I would tend to think that someone with a 3.0 might not have a chance.  If the pool of applicants overall has just a 3.0, then other avenues of determining those to be accepted into the program would need to be considered.  I'd guess it all depends on what has been achieved by those applying.

There have been instances where the applicant GPA pool was high but they accepted students with GPAs much lower. Obviously the other factors: scores, recommendations, experience definitely played a role there.
