Good News!
Congress has approved a plan to raise the reimbursment rate of 15 PPS catagories by 20% on April 1, 2000.

They will also allow, starting Jan 1, 2000, all facilities to use the full federal rate if they wish. That could be provide some much needed financial relief to Long Term Care Facilities and Contract Rehab Providers.

The $1500 cap for Part B therapy benefits will be suspended for two years starting
Jan 1, 2000.

Hey, that is good news. I read something suggesting it in the Washington Post about a week ago but all the article discussed was how Medicare would be "getting money back".

Dave, would you know who brought about the change in legislation?

Just curious.

According to the PT Bulletin (11/29/99), the Senate Aging Committee had heard many complaints from patients who had to return to hospitals to complete their treatment, due to the cap. The committee was headed by Senator Charles E. Grassley, from Iowa, who apparently forced the issue.

Does anyone know what role the APTA played in facilitating the change? I would assume that their lobbying efforts must have played a role, but I do not know the details.

A clarification of my original message. According to my sources at Tx:Team, Inc. Indianapolis, IN:
SNF's will receive a 20% increase in the federal portion payment for 15 RUGS catagories effective 4/1/00. The following is a list of the RUG catagories that will be effected. RHC, RMC,RMB,SE1,SE2,SE3,SSA,SSB,SSC,CA1,CA2,CC2, CB1, and CB2.

These changes will restore 2.7 billion dollars in Medicare funding for SNF's. The APTA, ASHA, AOTA have worked very hard this year as a Tri-Alliance to promote change in the PPS final rule.

Also, Ambulance services, dialysis,PROSTHETIC DEVICES and chemo therapy are excluded from the PPS rate.
