I'm currently a student in search for graduate programs located (preferrably in or near the cities) in the state of Washington, New York, or any countries in Europe or Australia. Does any one have suggestions to what school(s) in those areas are good? And why?

Are you looking for a research degree or an entry level PT program. If you are looking for a research degree what are your interests?
