I was going through the private practice section of  APTA there is consulting service available for that provided following Manuals.
 
Business Office manual,
Clinical Operations Manual,
Environment Health & Safety Manual,
Human Resources Manual,
Modality & Procedures manual,
templates for Annual Compliance Manual and Material Safety Data Sheet.
 
Are these manual required?
 
Do you guys think that it is necessary to get a consultant for the compliance, policy and procedure manual developments?
 
What is usefulness of each manual? If you talk to the consultant they will always justify getting one. I would like to get independent opinion.
 
If yes are there any other consultants available for this kind of services. I have Goggled on the net but cannot find anyone else.
 
Has any used the  services of Business & Clinical Management Service, Inc, the consultant listed on APTA website?

I used  http://www.ptconsultant.com/index.htm

I purchased the manuals and altered them somewhat for a private practice.  I would think that the manual protects you IF you actually really use the policies within them.  My opinion is that they can probably be helpful from a risk management perspective.

We do this type of consulting as well. We own and operate PT clinics and have these manuals from a risk management standpoint and to set expectations for employees right from the start. Every company in all industries need at least a P&P manual as well as Compliance which can be integrated into one manual.
